Bostwick Court

Located in a troubled Jersey City residential area that is undergoing revitalization in neighborhood services and community spirit, Bostwick Court features three new three-story, multi-family buildings with 69 residential units and parking for 75 vehicles.

The Bostwick Court buildings were constructed on the site of a former dye factory in accordance with PSE&G’s Five-Star Energy Efficient Program, meaning they had to meet a variety of energy efficiency goals that cumulatively reduce the energy usage of the structures by 30%. In 1998, RPM was recognized as the first multi-family builder in the State of New Jersey to comply with the stringent Five Star requirements. Each apartment at Bostwick Court features separate, high-efficiency heating, central air-conditioning, a full kitchen appliance package including a dishwasher, hardwood floors in the dining and living areas, and a video security system.

The facades are articulated with decorative bay windows, covered front porches, and mansard roofs with dormers. The exterior cladding is brick veneer and vinyl siding. Outside, there is a recreation area, a common courtyard, and decorative metal fencing surrounding the entire property to enhance security.

In addition to financing provided by RPM, funding for Bostwick Court was provided through tax credits from the New Jersey Housing and Mortgage Finance Agency, and balanced housing funds from the New Jersey Department of Community Affairs.

Cherry Tree Village Offers Newark Affordable Housing

Located on a number of scattered lots previously owned by the City of Newark, Cherry Tree Village is comprised of 110 affordable housing units with two set aside for on-site superintendents. The project is financed under the NJ Housing and Mortgage Finance Agency’s Tax Credit Program and the Department of Community Affairs Balance Housing.

The design of the buildings features a unified theme, repeating architectural features including bay windows, brick, scalloped shingles and metal roofs. Landscaping includes substantial plants along with a multitude of cherry trees. Each unit is constructed in accordance with the PSE&G Five Star Program, requiring increased insulation, thermal quality windows, high-efficiency heating and air conditioning systems and energy efficient appliances. The three bedroom units contain a minimum of 1000 square feet and 1½ bathrooms.

Cherry Tree Village has a coordinated social service plan offering a variety of community-enhancing programs and services. The project has reinforced and stabilized an existing residential neighborhood and will encourage the appropriate development of vacant structures.

Dr. King Plaza

Situated at 560 Dr. Martin Luther King Jr. Boulevard, Dr. King Plaza at North Harrison Street represents the first phase of a major redevelopment by the City of East Orange, and the culmination of over ten years of planning. Phase III is a similar development on the adjacent block, also featuring retail on the first floor and residential above, to be known as Brick Church Commons. Phase II will be a home-ownership component.

The corner was a vacant site that RPM purchased from the city. RPM’s development is a five-floor brick and metal panel building of approximately 175,000 square feet including a retail level of about 28,000 square feet. The centerpiece of the retail space is a local restaurant with café-style dining. A 20-foot-wide sidewalk helps establish foot traffic and creates a promenade on the street level.

RPM’s proposal for an open plaza area at the corner has become a focal point and a gateway to the community. The building at this corner has a tower similar to the Brick Church at the other end of the Boulevard. Sidewalks feature brick pavers and lampposts, fulfilling a vision of an attractive centerpiece ‘mainstreet,’ with commercial, residential and recreational utility.

Above the retail space and marble-floored lobby, RPM has built 96 well-appointed residential units on levels two through five: 4 single-bedroom, 84 two-bedroom, and 8 three-bedroom. About 80% of the units are at the affordable income range with the rest at the market rate.

West Side Village

Honored with the 2000 New Jersey Excellence in Housing Award for Outstanding Sustainable Housing Development, West Side Village consists of two sites located on 11th and 13th Streets between 6th Avenue and Park Avenue in Newark, New Jersey.

The building located at 113 North 13th Street was formerly used as a packaging facility for approximately 40 years. RPM conducted a total reconfiguration and rehabilitation of the structure to provide 63 living units.

The Park Avenue Development included demolition of the existing structure to render a new four-story building that extends from Park Avenue around the corner along 11th Street. The building houses 66 units while street level includes 12,000 square feet of retail space along with 127 parking spaces.

Both buildings have been rehabilitated in a fashion to make them the centerpieces for the neighborhood’s revitalization. The main focus consists of new lobbies with marble floors and wood trim. The buildings have elevator service and unit amenities include heat/central air conditioning, frost-free refrigerator, gas stove, dishwasher, new tiled bathroom, hardwood floors, carpeted bedrooms and mini-blinds. Site amenities include a central laundry facility, card key access security system, off-street parking, tot lot, and daycare/community room facility.

Ongoing, RPM is presently working with the City of Newark to create a Strategic Neighborhood Plan and Redevelopment Plan. Named Cherry Tree Village, the redevelopment of the project area will include both residential and commercial uses and it will consist of both new construction and rehabilitation of existing structures. The primary objective of Cherry Tree Village is to reinforce and stabilize an existing residential neighborhood, and encourage the appropriate development of vacant structures. A secondary objective is to address the condition of underutilized and dilapidated vacant industrial buildings, which infringe upon this residential neighborhood.

Magnolia Court

Magnolia Court is an affordable housing development consisting of 32 townhouses located in Newark’s West Side Park Redevelopment area. Each unit is an EPA Energy Star Home and features approximately 1700 square-feet of living space, including 3 bedrooms, 1 ½ baths, a garage, formal dining room, hardwood floors, central AC, and a complete appliance package.
